ผนึกกำลัง รัฐ-เอกชน-คนทั้งมวล จัดงาน Thailand Friendly Design Expo 2016

เมื่อเช้าวันจันทร์ที่ 1 สิงหาคม 2559 ณ สำนักงานส่งเสริมการจัดการประชุมและนิทรรศการ (สสปน.) นายวีรศักดิ์ โควสุรัตน์ ประธานคณะกรรมการ สสปน. เป็นประธานการประชุมคณะทำงานจัดงาน Thailand Friendly Design Expo 2016 : มหกรรมอารยสถาปัตย์ และนวัตกรรมสุขภาพเพื่อคนทั้งมวล ครั้งที่ 1 วันที่ 1-3 ธันวาคม นี้ ที่เมืองทองธานี ย่านแจ้งวัฒนะ โดยมีผู้บริหารองค์กร และหน่วยงานต่าง ๆ ทั้งภาครัฐและเอกชนเข้าร่วมประชุม เพื่อเตรียมการจัดงานใหญ่ในครั้งนี้ให้บรรลุผลตามเป้าหมาย ในการจัดแสดงสินค้า ผลิตภัณฑ์ เทคโนโลยี นวัตกรรม และการออกแบบเกี่ยวกับสิ่งอำนวยความสะดวกสำหรับผู้สูงอายุ ผู้พักฟื้นสุขภาพ ผู้พิการ และผู้ที่ใช้รถเข็น อีกทั้งเป็นการรณรงค์ ส่งเสริม และกระตุ้นให้สังคมไทย และอาเซียน ได้ตระหนักถึงความสำคัญจำเป็นในการออกแบบ และสร้างทำ “อารยสถาปัตย์” สำหรับคนทุกเพศ ทุกวัย และทุกสภาพร่างกาย หรือ Friendly design คือ หลักการออกแบบที่เป็นสากล เป็นธรรม และเป็นมิตรกับคนทั้งมวล

นายวีระศักดิ์ กล่าวว่า การจัดงาน FD EXPO ของไทยในครั้งนี้จะเป็นการจุดประกายให้สังคมโดยรวมเห็นความสำคัญของอารยสถาปัตย์ หรือ Friendly Design ที่ไม่ได้ให้ประโยชน์แก่เฉพาะผู้พิการ และผู้สูงอายุเท่านั้น แต่ยังให้ประโยชน์สุข สะดวก ปลอดภัย แก่สังคมโดยรวมทั่วไปอีกด้วย

ทางด้าน นายนินนาท ไชยธีรภิญโญ ประธานสถาบันอาคารเขียวไทย และนายกสมาคมวิศวกรรมยานยนต์ไทย กล่าวว่า ตนยินดีให้การสนับสนุนการจัดงาน Thailand Friendly Design Expo ในการจัดแสดงสินค้า เทคโนโลยี และนวัตกรรมต่าง ๆ เกี่ยวกับอารยสถาปัตย์ เพื่อให้สังคมไทยในทุกภาคส่วนได้ตระหนักถึงความสำคัญของ Friendly Design หรือหลักการออกแบบที่เป็นมิตรกับคนทั้งมวล

นายนิทนาทกล่าวด้วยว่า บุคคลทั่วไปจะสนใจไปเที่ยวชมงานมหกรรมหรือนิทรรศการต่าง ๆ เมื่อมีสินค้าวางจำหน่ายให้เลือกซื้อและเลือกชม ดังนั้นเพื่อกระตุ้นให้บุคคลทั่วไปสนใจเข้าร่วมงานมหกรรมในครั้งนี้มากขึ้น ควรมีการจัดพื้นที่ให้ร้านค้าและบริษัทต่าง ๆ นำผลิตภัณฑ์เกี่ยวกับเฟรนด์ลี่ดีไซน์ และสุขภาพมาจัดจำหน่ายเพื่อให้บุคคลทั่วไปได้เลือกซื้อและเลือกชม

นายอากิเอะ นิโนมิยะ ผู้อำนวยการฝ่ายบริหาร ศูนย์ฝึกอบรมและพัฒนาคนพิการแห่งเอเซียแปซิฟิก มองว่า การจะทำให้อารยสถาปัตย์ของประเทศไทยเป็นการพัฒนาที่ยั่งยืนได้นั้น ต้องตั้งเป้าหมายให้มากกว่าการให้สวัสดิการต่อผู้พิการ และผู้สูงอายุ โดยต้องนำภาคเอกชนเข้ามาเกี่ยวข้อง ทำให้เขาเห็นว่าการสร้างทำอารยสถาปัตย์เป็นธุรกิจที่สามารถสร้างผลกำไรให้แก่นักลงทุนได้ ยกตัวอย่างประเทศญี่ปุ่นที่กำลังก้าวเข้าสู่สังคมผู้สูงอายุ ซึ่งประชากรเหล่านี้นิยมไปท่องเที่ยวในทวีปอเมริกาเหนือ เพราะชื่นชอบธรรมชาติ ประวัติศาสตร์ อีกทั้งประเทศแถบอเมริกาเหนือมีสิ่งแวดล้อม การคมนาคม และสถานที่ที่เป็น Friendly Design เป็นมิตรกับผู้สูงอายุ ทำให้เดินทางสะดวก และปลอดภัย

“ประเทศไทยมีความพร้อมแล้วในด้านทรัพยากรธรรมชาติ ประวัติศาสตร์ วัฒนธรรม และอาหารที่จะดึงดูดใจให้นักท่องเที่ยวต่างชาติเดินทางมาเยี่ยมเยียนได้ แต่สิ่งที่ประเทศไทยยังขาด คือ อารยสถาปัตย์ ที่จะให้อำนวยความสะดวกสบายให้แก่นักท่องเที่ยวเหล่านี้ โดยเฉพาะกลุ่มผู้สูงอายุเป็นประชากรกลุ่มที่มีกำลังซื้อสูง ดังนั้นการสร้างทำอารยสถาปัตย์ จึงเป็นการสร้างโอกาสทางธุรกิจที่ดีเยี่ยม” นายนิโนมิยะกล่าว

นายกฤษนะ ละไล ประธานมูลนิธิอารยสถาปัตย์เพื่อคนทั้งมวล ในฐานะประธานจัดงานฯ คาดหวังว่า การจัดงานครั้งนี้ จะเป็นการตอกย้ำให้เห็นถึงความสำคัญของอารยสถาปัตย์เพื่อความสะดวก ทันสมัย ปลอดภัยของผู้สูงอายุ ผู้พักฟื้นสุขภาพ ผู้พิการ และคนทั้งมวล เพราะจะเป็นการรวมสินค้า ผลิตภัณฑ์ เทคโนโลยี การออกแบบ นวัตกรรม ความก้าวหน้าทางด้านอารยสถารปัตย์ทุกรูปแบบ รวมถึงการดูแลสุขภาพของคนยุคปัจจุบัน และอนาคต มาจัดแสดงในงานนี้อย่างยิ่งใหญ่ตระการตา 
ส่วนกิจกรรมหลักในงาน จะมีการจัดแสดงสินค้า Friendly Design หลากหลายรูปแบบ ความก้าวหน้าเทคโนโลยีอารยสถาปัตย์ และนวัตกรรมเพื่อสุขภาพที่ดีของคนทุกวัย เพื่อให้ผู้เข้าร่วมงานได้จับจ่ายซื้อของ และเจรจาธุรกิจ อีกทั้ง มีการมอบรางวัลแก่บุคคล และองค์กรที่มีผลงานดีเด่นทางด้านการสนับสนุนอารยสถาปัตย์เพื่อคนทั้งมวล การแข่งขันการออกแบบ Friendly Design การจัดแสดงงานศิลปะ และดนตรี ที่เกี่ยวข้องกับอารยสถาปัตย์ กิจกรรมรับสมัครงานสำหรับผู้พิการ รวมถึงการเปิดตัวนิตยสาร Friendly Design นิตยสารอารยสถาปัตย์ฉบับแรกของไทย และอาเซียน
ระหว่างการประชุม ผู้เข้าร่วมประชุมต่างได้ระดมความคิด และเสนอแนะแนวทางการจัดงาน เพื่อให้งาน FD EXPO เป็นงานมหกรรมเพื่อคนทั้งมวลอย่างแท้จริง โดยตัวแทนจากองค์กรคนพิการเห็นว่า การจัดแสดงสินค้า และนิทรรศการควรต้องคำนึงถึงความพิการทุกประเภท ไม่จำกัดแค่เฉพาะผู้ใช้รถเข็น หรือผู้สูงอายุเท่านั้น แต่ควรครอบคลุมถึงผู้พิการทางสายตา หรือผู้มีความบกพร่องทางจิต หรือพฤติกรรม และผู้พิการทางการได้ยินด้วย 
นอกจากนี้ ในที่ประชุม ยังมีข้อเสนอว่า ควรทำให้งาน FD EXPO เป็นที่สนใจของบุคคลทั่วไปที่มิได้มีความพิการด้วย โดยการแสดงให้เห็นว่า อารยสถาปัตย์ หรือ Friendly Design ไม่ได้เป็นเรื่องไกลตัว แต่เป็นเรื่องที่คนทั่วไป แม้จะไม่มีความพิการ หรือยังไม่แก่ชรา ก็จะได้รับประโยชน์สุข สะดวก ปลอดภัย จากอารยสถาปัตย์ด้วยเช่นเดียวกัน

Friendly Design หรือที่เรียกเป็นภาษาไทยว่า “อารยสถาปัตย์” สอดคล้องกับแนวคิดสากลที่เรียกว่า Universal Design หรือแนวคิดการออกแบบสิ่งแวดล้อม และอาคารสถานที่ให้คนทั้งมวลสามารถเข้าถึงได้ โดยไม่จำกัดอายุ หรือสภาพร่างกาย เช่น การทำทางลาดต่าง ๆ หรือติดตั้งประตูอัตโนมัติ เพื่อให้ผู้พิการ หรือผู้สูงอายุที่ใช้รถเข็นสามารถเข้าถึงสถานที่ต่าง ๆ ได้โดยสะดวก ปลอดภัย ซึ่งแนวคิดนี้ มิได้มีให้ประโยชน์เฉพาะผู้พิการ และผู้สูงอายุเท่านั้น แต่ยังสามารถยกระดับชีวิตของบุคคลทั่วไปที่ไม่ได้มีความพิการด้วย เช่น ครอบครัวที่ต้องใช้รถเข็นเด็กเล็ก หรือนักท่องเที่ยวลากกระเป๋าเดินทาง ก็สามารถได้รับประโยชน์จากทางลาด และประตูอัตโนมัติด้วยเช่นเดียวกัน

Government and Private Sectors Cooperate To Organize Thailand Friendly Design Expo 2016

In the morning of Monday, August the 1st, 2016, at Thailand Convention and Exhibition Bureau(TCEB), Mr.Weerasuk Kowsurat, the Chairman of the Board of TCEB led the conference for planning and arrangement of Thailand Friendly Design Expo 2016 which is scheduled to take place on December the 1st to the 3rd at Impact Arena, in Jang Wattana area. Executive directors from governmental and non-governmental organizations participated in this conference to plan for this expo to achieve the optimum success. One of the topics of this conference is the preparation for the exhibition of products, technology, innovation and design of facilities for elderlies, recovering patients, and people with disabilities. The purposes of this expo is to make Thai and ASEAN society aware of the importance of Friendly Design for people of all ages, sexs, and physical conditions.

Mr. Weerasuk said that Thailand Friendly Design Expo aims to highlight to people in general the importance of Friendly Design, which is beneficial not only to disabled but also to all people alike.

Mr. Ninnart Chaithirapinyo , the Chairman of Thai Green Building and Public Committee of The Engineering Institute of Thailand announced his eagerness to support Thailand Friendly Design Expo 2016 in order to promulgate the notion of Friendly Design in Thailand.

He added that people tend to be interested in visiting expos or exhibitions when there are products and goods available for them to shop. In order to boost the number of visitors of this expo, it is important to set aside some space for vendors and companies, so that they can provide health and Friendly Design-related products and goods for people to window-shop or buy.

Mr. Akiie Ninomiya, the Executive Director of Asia-Pacific Development Center on Disability, observed that in order for the sustainable development of Friendly Design to happen,we need to move beyond the social welfare for people with disabilities and elderlies. In other words, we need to involve business sector in the development of friendly design. In order to do this, we need to make business persons and investors aware that Friendly Design is a great business opportunity. He offered an example of the Japanese society, which is experiencing population ageing. Japanese senior citizens have predilection to travel to North America because of its natural and historical resources. Moreover, North America provides very well-developed Friendly Design both in public transportation and places in general, enable elderlies to commute and travel with ease and safety.

“Thailand is ready in the aspects of abundant natural resources, history, and culture, including food, all of which will definitely attract tourists. What Thailand lacks is Friendly Design that facilitates these tourists. Senior travelers are the group with a lot of money at disposal; thus, the construction of Friendly Design is a great resource for investing,” said Mr. Ninomiya.

Mr. Krissana Lalai, the Chairman of Friendly Design For All Foundation, stated that this expo has a lot to offer, including the spectacular exhibition of all products, technology, and innovations that are pertinent to Friendly Design, along with technology for public health in the future. He anticipated that the expo will help emphasize the importance of Friendly Design for all people, including senior citizens, recovering patients, and people with disabilities.

Main programs of this expo include; the display of products, technology, and innovations that are related to Friendly Design and public health of people of all age, available for expo-goers to shop; Friendly Design- related business arrangements; the ceremony to recognize persons and organizations that exhibit distinguished dedication to the development of Friendly Design; the Friendly Design Art Competition; the Friendly Design art and musical performance related; the job fair for people with disabilities; and finally, the debut of Friendly Design magazine, the first Friendly Design-focused magazine of Thailand and ASEAN.

In the conference, all participants actively brainstormed ideas and offered suggestions for the plan of the expo, in the hope to make this expo truly relevant and important to all people. Representatives from organizations of the disabled agreed that this expo should be inclusive to all types of disabilities, including but not limited to people with visual, hearing, and mental impairment. 
In addition, it was suggested that the expo should be made pertinent and interesting to all people; not only limited to people with disabilities. In order to achieved this goal, it has to be made clear that Friendly Design does matter for people with or without disabilities alike; people without disabilities can also benefit from the development of Friendly Design.

The concept of Friendly Design aligns perfectly with the term ‘Universal Design’ which refers to the design of environment and buildings that are accessible for people of all ages and physical conditions. Universal Design might include wheelchair ramps or automatic sliding doors which provide easy and safety access for people with wheelchair and elderlies. This concept is not only beneficial for people with disabilities and senior citizens, but also enhance the quality of life of people in general who might not have any disability. For instance, a family with a baby stroller and travelers with spinner luggage can also benefit from wheelchair ramps and automatic sliding doors.
